A: Under Pennsylvania construction site accident law, an owner may be held liable for an injury which occurs on a construction or worksite. However, in order to be liable, the owner must have assumed control, supervision or management of the site operations. Simply owning the land or building being constructed is not a sufficient basis of liability.

On smaller construction sites, an owner usually does not retain any kind of control or supervision of the site operations. However, on larger worksites, it is not uncommon for an owner to supervise the site. This supervision may subject the owner to liability if a worker is injured or killed during site operations.
